YEREVAN (CoinChapter.com) — According to reports, the Wyoming Highway Patrol Association (WHPA) is evaluating the possibility of adding Bitcoin (BTC) to its balance sheet. This initiative is part of the “Get Off Zero” campaign led by Proof of Workforce, an educational platform focused on Bitcoin, primarily targeting labor unions, pension funds, and other organizations.
Dom Bei, the founder of Proof of Workforce, stated that the initiative aims to assist law enforcement personnel and workers in understanding the potential benefits of Bitcoin. Should WHPA implement this decision, it would become the first known law enforcement association in the United States to incorporate Bitcoin into its financial structure.
**Bitcoin Custody and Financial Plans Under Discussion**
A portion of the Bitcoin holdings could be managed through self-custody, allowing WHPA to maintain control of its funds without relying on third parties. Bei emphasized that Bitcoin serves as a stable financial tool for workers amid an unpredictable economic environment. WHPA Vice President Austin Bluemel confirmed that the organization is considering Bitcoin as a network and asset to explore ways to support its members. However, no specific details have been provided regarding how or when the plan might be executed.
**Wyoming’s Bitcoin Reserve Bill Supports Crypto Integration**
Wyoming has been a pioneer in Bitcoin legislation. On January 17, the state introduced a Bitcoin reserve bill, permitting up to 3% of state funds to be invested in Bitcoin. The legislation stipulates that if Bitcoin’s market value exceeds the 3% threshold, the state treasurer is prohibited from selling or reducing holdings to comply with the limit.
This initiative has garnered full support from Wyoming Senator Cynthia Lummis, a long-time advocate for Bitcoin at the federal level. Lummis introduced a Bitcoin reserve bill in July 2023 and expressed her approval of WHPA’s consideration of Bitcoin.

“The goal with this stuff is to help Americans access tools to realize and protect the full value of their effort, their blood, their sweat, and their tears.” She added, “I love to see Wyoming citizens who protect us, protected by Bitcoin. That’s freedom-focused innovation.”
**U.S. States Pushing for Bitcoin Reserves**
In addition, several U.S. states have proposed Bitcoin reserve bills, including Arizona, Illinois, Kentucky, Maryland, New Hampshire, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Texas, and Utah.
Utah has made the most significant progress, becoming the only state where a Bitcoin reserve bill has successfully passed through the House. Satoshi Action Fund CEO Dennis Porter highlighted Utah’s short legislative cycle and political momentum as factors that could position it as the first U.S. state to adopt a Bitcoin reserve.
